Shanghai Pudong International Airport Cargo Terminal Co., Ltd. (PACTL), together with its subsidiary PACTL WEST, has achieved full IATA CEIV certification across four categories — Pharma, Lithium Batteries, Fresh, and Live Animals — marking a significant milestone in the company’s development of standardised, safe and compliant ground handling for complex and high-value air cargo.

As safety, quality, and regulatory compliance continue to shape global supply chains, the CEIV program — the Center of Excellence for Independent Validators, developed by the International Air Transport Association (IATA) — has become a widely recognized benchmark for managing operational risk and ensuring industry-wide consistency. By holding all four CEIV certifications, PACTL provides airlines, freight forwarders, and shippers with a higher level of assurance that sensitive cargo is handled in accordance with internationally recognized standards, while further strengthening Shanghai’s role as a trusted global air cargo hub.

“The CEIV program is not only about compliance–it is about building trust, safety and resilience in a community mindset. As one of the world’s busiest cargo hubs, we are pleased to see PACTL lead the way in establishing a stronger culture of quality, cross-industry collaboration and increased customer confidence in the management of specialised cargo,” said Dr Xie Xingquan, IATA’s Regional Vice President, North Asia.

The certifications are underpinned by PACTL’s long-term commitment to strengthening specialized handling capabilities across multiple cargo segments. Through continuous investment in dedicated facilities, operational processes, and professional teams, PACTL has established integrated handling solutions covering temperature-sensitive pharmaceuticals and perishables, lithium batteries, and live animals. These capabilities support not only compliance, but also efficient, and coordinated operations across multiple cargo types.

Carsten Hernig, Deputy General Manager of PACTL, said the achievement reflects years of systematic capability building. “A full suite of IATA CEIV accreditations is the result of sustained efforts across infrastructure, procedures, and people. It also reflects our focus on operational efficiency and reliability as cargo requirements continue to evolve. We will continue working closely with our airline and logistics partners to further enhance special cargo handling standards and contribute to Shanghai’s competitiveness in global air logistics.”

The full scope of CEIV certification underscores PACTL’s ability to manage complex and high-value cargo in line with international best practices. Looking ahead, PACTL remains committed to continuous improvement in safety, quality, and operational performance, supporting its partners with reliable cargo handling services and contributing to the long-term development of the global air cargo industry.
